Just like children, puppies require a constant attention in order to keep them out of trouble. A dog associates this action with you getting ready to take him outside. They actually learn pretty early on that particular sound is followed by someone leaving the house.
Take this opportunity to take you dos for a short walk outside. This will teach the dog to stop trying to engage you in a game of chase over your clothes.
